The fact isn't that calling him a clone is speculatory, it's that deciding if he is a clone or not is. May I remind you that in ''[[A Good Man Goes to War (TV story)]]'' Strax says he has many clones all over the universe. The Doctor replies with something like "Straxs. All over the universe." So basically both that he is from before AGMGTW and the fact that he is a clone are likely. So trying to pick which one it is is the true speculation at this point. Best to leave ambiguous.
