The Transgenic Laboratory was a huge complex the Cult of Skaro built with the last of their technology beneath the sewers at the foot of the Empire State Building in New York City in 1930. In it, they planned the Final Experiment, which would see the combining of Dalek and human DNA to create a massive human-Dalek army.
