Rocco Colasanto was an Italian newsagent in Donna's World. When London was destroyed in an alternate timeline, he and his large family were relocated to Leeds. They shared a house with the Noble family, and after a happy time together, new laws made by the emergency government made all foreign nationals to go to "Labour camps". Rocco and his family were relocated to one, after Rocco said a tearful goodbye to Donna and Wilf. (TV: Turn Left)

It is likely that a Rocco Colasanto existed in the real universe, but if there was, he never encountered the Doctor or Donna.
