The Agency was a business that provided hotel accommodations in the Time Vortex for citizens of Dephys 49 who wished to avoid a year of paying taxes.
The Second Doctor, Jamie McCrimmon and Zoe Heriot encountered a group of people staying in the hotel who were unaware that the controls for the hotel had been sabotaged, and they were doomed to stay in the hotel forever. (PROSE: Vortex of Fear)
