Morweth was a Saloi, and the absolute ruler of their empire.

He was part of the Provisional Administration, since there had not been an Emperor for about two thousand years. His official title was Assistant sub-Administratorial Secretary Without Portfolio for the Pursuance of Imperial and Local Sewerage Regulation and Common Hygiene. In reality, Morweth was created as a bodyguard and to divert attention from the true emperor, Sareth.
