The temporal prison or, as the Doctor referred to it, a chronon loop, was a weapon used by the Daleks.
When the TARDIS materialised on Earth during the War in the Medusa Cascade, the New Dalek Empire initiated a Temporal Prison that disrupted power from the Time Lord construct, effectively immobilising it. The weapon's appearance was a hoop of blue energy which encircled its target. The immobilised TARDIS was then dragged to the Crucible. (DW: Journey's End)
