The man known as Dr Ostrander was a scientist. He had multiple doctorates and degrees from various American and European universities.

Whilst studying Andrew Jenkins and his crew after they had been affected by a temporal anomaly, he found unusual radiation coming from them. He explained to Control that he could use this information to detect people who had travelled in time, but laughed off the idea. Control told him to build a device that would do so anyway.
