High Councillor Katra was a Galactic Federation ambassador and part of the High Council.
She was from one of the ancient matriarchal witchworlds. She had long, tattered hair that was half black and half white. She was dismissive of the other Councillors attempts to bring order to the galaxy. (PROSE: Verdigris)
