Brian Green was the British Prime Minister during the 456 incident. He succeeded Aubrey Fairchild in 2009 and was still the PM at the time of the 456 Incident. He had a meeting with John Frobisher and left control of the 456 Crisis to Frobisher so Green could deny if anything went wrong. (TW: Day One)

The next day, he met with Frobisher to discuss the crisis and made it clear to Frobisher that he would be blamed if the crisis went wrong. Afterwards he went to look at the Gas Tank being made for the 456 on Floor 13 of the MI5 building. The tank was built so the 456 could breathe when they visited the next day.(TW: Day Two)

Green made an address to the nation, promising calm and stability the next morning. Green did not have a high profile in Day Thre. Only being seen observing the 456 landing at Thames House from his office in Downing Street. He witnessed the negotiation between Frobisher and the 456. Green was reprimanded by General Pierce of the American military for attempting to cover up the British governments prior involvement with the 456. (TW: Day Three)

On Day Four, Green held a meeting of COBRA to discuss how to meet the 456's demands of 10% of Britain's children, Green made a decision to exempt any COBRA members children and grandchildren, including his own. After hearing ideas from COBRA, he agreed with Denise Riley's plan to select the bottom 10% of children in the school league tables; Green had John Frobisher arrange transport for this, however the meeting was spied on by Lois Habiba (TW: Day Four)

Finally, on Day Five, Green has control of the crisis taken from him and given to General Pierce who oversees the taking of the 10% of the children. During the day, he has John Frobisher do a media stunt to encourage the cover story for the taking of the children; innoculations. However, Green also told Frobisher that his children would be taken and given to the 456. Later on, Frobisher killed himself and his family to prevent his children from being taken. At the end of Day Five, Green is left alone in the Cabinet room with Denise Riley and Frobisher's PA, Bridget Spears. Green comments on how the situation turned out "lucky" for him; Spears angrily tells Green that she used the Torchwood contact lenses to record the day's events in the Cabinet room; including Green's comment about being lucky. Green threatened to have Spears arrested but Riley let Spears go and told Green that she would be taking over from him.

With Bridget having released the recordings, Green resigned from office and Riley took over from him. (TW: Day Five)

Trivia

  • Green was born circa the late 1930's as he referred to being a child around the time of the Second World War's end and referred to the Iron Curtain which began in 1945.
  • He had the same surname with Joseph Green, the Slitheen controlled MP who became acting Prime Minister. (DW: Aliens of London / World War III).
