Schandel was a war reporter.
Schandel was a time traveller, and possessed a time ship. His ship's IA had told him a Dalek attack would happen on Fergil, so he went there to cover the attack, as well as to try to get an interview with the War Doctor. (AUDIO: Pretty Lies)
