:::Tosh could make one, but she's unique. So it's not a technology that's available on a planetary-wide basis. Or, to put it another way, while Da Vinci could sketch a design for a helicopter, you wouldn't say that renaissance Italy had helicopters. Would earth not be listed as a level 6 planet then. Although higher ups like the shadow proclamation may not know it, Toshiko Sato created a sonic modulator ie a sonic device, so earth is a level 6 planet. should this be noted. --LuisFernandoLopez 14:33, 11 July 2009 (UTC)
