Commander Hilred (alternatively spelled Hildred) was part of the Chancellery Guard. He was responsible for the arrival of a TT Capsule which transducted itself into the capitol on Gallifrey. He identified the TARDIS as a type 40, stating that it was impossible for it to exist because all Type 40s were deregisered and put out of operation. He let the Doctor escape much to the disappointment of Castellan Spandrell. After this and possibly many other failures, Castellan Spandrell lost most or all of his respect for him. He gave Hilred the job of disfiguring the Master's appearance wth a staser after he had been presumed dead as this was the only job he could trust him with. With the Master only having faked death, by the time Hilred managed to get to him, he had already revived and killed him. (DW: The Deadly Assassin)
