Jill Meadows was the CEO of Meadow Digital in the early 21st century. The Tenth Doctor considered her to be one of the greatest minds in information technology.
She was the inventor of Silvi. In 2011, she was one of the many people affected by the Koggnossenti machines, which made Jill afraid of her own inventions. (AUDIO: Technophobia)
