Conflict Management Oversight (or CMO) was a government agency. The Eighth Doctor pretended to be a CMO investigator in 2040 so he could look into the Perseus Corporation's Peacekeeper project. (PROSE: Thinking Warrior) Later that year, he joined a real CMO agent, Wyatt, for government negotiations with Perseus. (PROSE: The Ethereal)
