The Grand Strategic Council was the leading governing body of the Sontaran Empire. (PROSE: Lords of the Storm)
The Grand Strategic Council was composed of: the Space Marshal, Field Marshal, Battle Marshal, Fleet Marshal, Group Marshal and Marshal. The members of the council including General Sontar survived over 600 successful battles. (AUDIO: Conduct Unbecoming)
This council was overseen by the Sontaran Imperator, usually called General Sontar. (PROSE: The Empire of Glass)
In the 30th century, the Council sent Field Major Styre to Earth, in order to assess experiments on human specimen. The programme was preparatory to an invasion, eventually foiled by the Fourth Doctor. (TV: The Sontaran Experiment)
