Char was a poodle archivist. He and Fritter monitored Earth transmissions from a space station in the dogworld's system. He asked the Eighth Doctor to take the archivists back in time to undo the damage caused by Princess Margaret's altered version of The True History of Planets. The Doctor had planned to do so anyway, so he agreed.
