Frank was an Earther at the Museum of the Last Ones. He grew up on Kinjana, which he described as a dump. This led to him dreaming of riches. He started a side business of stealing then selling the Last Ones, such as the quagga, bluebuck, paradise parrot, black rhinoceros and Mervin the Missing Link.
Frank was caught by the Tenth Doctor and Martha Jones, but was rescued by Eve, who had him help with her plan to destroy Earth. He was killed when one of the bombs that he planned to detonate went off while he was carrying it. (PROSE: The Last Dodo)
