Colonel Dennis Horsley was one of the Brigadier's replacements as UNIT head while he was in Geneva. When an alien crashed on Earth, Horsley ordered Harry Sullivan to interrogate the alien by any means necessary. When Harry contacted the Fourth Doctor against orders, Horsley had him thrown into a cell. (PROSE: Mutiny)
