The Halemidans came from Halemida. They were peace-loving and intelligent, though, as the Fourth Doctor put it, "they never quite made it out of the water".
General Secretary Muirgen Epinephelus III became dictator of Halemida and tortured and killed millions of life forms. He was exiled to Earth and displayed in the London Zoo. (PROSE: Stanley)
