PC Jimmy "Mitch" Mitchell was a Cardiff police officer and a colleague of Gwen Cooper prior to her joining Torchwood Three. He was jealous and distrustful of Torchwood.
When Gwen was in the police, she and Mitch would often share chips at three in the morning; that was back when he had a bushy moustache.
When Gwen returned to the police station, Mitch was first to spot her. He was working on the Craig Sutherland case.
