Enrico "Rico" Celi was a second-generation Welsh Italian who owned the Casa Celi café in the Hayes district of Cardiff.
Rico had inherited the café from his dad. He served Jack Harkness' team, who were frequent visitors to his café. Jack would tease him that his tan was fading the longer he stayed in South Wales, before slapping his backside as he stooped to serve their drinks.
He had almost stereotypical Latin looks, but with a South Coast accent. (PROSE: Another Life)
