Councillor Voltrix was a Time Lord official.
Voltrix ordered a fleet of Battle TARDISes to attack the Daleks in the early days of the Last Great Time War. (COMIC: Ambush)
On the order of Cardinal Ollistra, Voltrix oversaw the opening of a rift in space to use the Great Vampires as weapons against the Dalek Fleet during the Time War, despite the protests of the War Doctor. (COMIC: The Bidding War)
