Mark Tonderai is the first black director on Doctor Who, but he is not the first POC director. That would be the show's first director full stop, Waris Hussein.
(Some people might want to include South Asians among "white people", since it fits the whole racialist Aryan idea—but this site calls Yaz, Anji, and various other characters and people of Indian/Pakistani ancestry both "non-white" and "people of color".)
