The War Room was a chamber within the Citadel on Gallifrey where the War Council of the Great Houses met to coordinate military efforts during the War and the Last Great Time War. (TV: The Day of the Doctor, AUDIO: Body Politic)
On the last day of the Time War, various incarnations of the Doctor contacted the War Room to coordinate their plan to save Gallifrey, by storing it in a pocket universe like a stasis cube.
