Cobweb was a female parahuman in the early times of the Time Lord civilisation. She was a member of the Special Executive, a team working for the Time Lords. She was the best telepath of the team.
During a trilateral negotiation on Desrault, she was part of the Gallifreyan delegation. When the Sontaran Brilox brainwashed her colleague Millenium, she was the first to sense it, since their psychic link went broken. She was sent to search for her, but Wardog found her first.
