The Conclave of All Popes was a group in the City of the Saved which was composed of every human pope to lead the Catholic Church. At one time the chair of the Conclave was Pius XII. (PROSE: A Hundred Words from a Civil War)

Shortly before the City of the Saved Civil War, a significant minority of the Conclave lead by Beatrix II banded together to prevent the rise of a prophesied tyrant.
