The Great Intelligence Institute was formed by Walter Simeon with the goal of creating a physical form for the Great Intelligence. Located in London, the Institute's initial mission was to manipulate the snow so the Great Intelligence could instil its essence in it once again; the process took decades to complete, climaxing on Christmas Eve, 1892.
