Stuart was, in one timeline, a terrorist who rescued the Seventh Doctor and Melanie Bush on Puxatornee in 3090. He threatened them and got them to take himself and Reed back in time to assassinate Bailey. In another timeline, he was one of the highest officers in the world. (AUDIO: Flip-Flop)
