Vincent Parry was a Cardiff real-estate developer or a slum lord, depending whom one asks.

He believed in Wales for the Welsh.

He loved his first wife, Catrin Parry, very much and believed that she brought out the best in him.

When Ro-Jedda started doing business with him, apart from a lot of gold to pay him, she gave him as a gift a sexual psychomorph Orr, who turned into a spitting image of his late wife. However, Orr remained Ro-Jedda's slave and, hence, provided an additional level of control over him.

When Vincent was not able to keep up with the Sorvix demand for apartments anymore and Ro-Jedda started threatening him, he asked the Mayor for help and protection. Through Tyler Steele, the case went to Torchwood, who were eager to find something to be used against the Sorvix. However, an assassin sent by Ro-Jedda killed Vincent Parry before he could be of any use. (AUDIO: Orr)
