The 13th doctor is the 13th reincarnation of the doctor.Time lords only 13 lives afterwards they can no longer regenerate,because of this, there will be no 14th doctor.When a time lord is on there 13th life they just continue existence rotting way /still alive!over time since they can't get a new young body in the process of regeneration, because they can not regenerate. | |||
