Dr Who was a fictional character in the 1967 Japanese King Kong film King Kong Escapes. He was a mad scientist. (PROSE: The Adventuress of Henrietta Street)

A character called Dr Who was indeed played by Hideyo Amamoto in King Kong Escapes.
