The Narrator is a Time Lord who was the Time Lord President during the Last Great Time War. During the War his will was to survive. He possed a metallic glove that could kill other Time Lords by a mere point of his hand (It turned them into dust instantly). He commented on events taking place on Earth from a room full of fellow Time Lords.
