A character called Dr. Who indeed appeared in Kong Kong Escaped, played by Hideyo Amamoto. He was a revamped version of a villainous roboticist earlier depicted in the animated King Kong series produced by Rankin-Bass Productions, but his appearance and attire was changed to faintly resemble William Hartnell's First Doctor.
