The Interior Defence Unit (or I.D.U.) was a militia and effective secret police established by President Rassilon using the Drylands Precedent. The Chancellery Guard was dissolved and its assets redirected to the Interior Defence Unit. Cardinal Mantus was made its director. As director, he had the power to arrest any Time Lord he wished.
