Devon Pryce was a second generation new human who lived on New Earth.
His parents were killed in an elevator accident. He was raised by the Elevator Lodge. (AUDIO: Escape from New New York)
Later, he started working alongside Senator Hame trying to rebuild the society of New Earth. (AUDIO: Death in the New Forest)
