Freedom was a disembodied voice that Captain Pargrave heard. When Pargrave visited the Chaos Pool, she turned out to have a corporeal form. She was concerned only with stopping the Key to Time from being completed and allowing the segments to decay. She insisted that a name was unimportant, but like the Fifth Doctor, persuaded Amy and Zara to choose their own names. She chose the name Freedom.
