The Shobogans were the indigenous people of Gallifrey, who built the Citadel and gave rise to Time Lord society, through Tecteun and the Timeless Child. (TV: The Timeless Children)
At a later point in Gallifreyan history, the name "Shobogan" referred to a sub-group of the Outsiders. (PROSE: The Eight Doctors) The Seventh Doctor described them as New Age Time Lord dropouts. (PROSE: All-Consuming Fire)
