Dubert Willocks was the sheriff for Harker's Pond Constabulary in Colorado. He was a stickler for procedure. When Rex Matheson came to Harker's Pond to interrogate Glen Shaeffer, Willocks insisted that he be present. When Matheson relented and allowed Willocks to join him, they found Shaeffer's cell empty.
