H. Dicken (PROSE: "Equality Bill") was a 22nd century Earth miner who worked for the company of Morpeth Jetsan.

When the Gangers became independent, he was initially coaxed into fighting them, but later accepted them when they had a change of heart. (TV: The Rebel Flesh / The Almost People)

He met his demise when he sacrificed himself by locking himself in the passageway while trying to stop the Ganger Jennifer creature from breaking through to the gang and the TARDIS. (TV: The Almost People)
