As the city was being constructed, an immense Cyber-statue was built and heaved into position. In order to travel swiftly around the building site to judge process the Cybermen used small Cyber-Hover-Craft, deeming that the building was progressing at a satisfactory rate. The city was protected by three ray-gun posts. On the outskirts of the city was an interplanetary rocket station.

| Shortly after the completion of the Cyber-statue, the TARDIS, carrying the Second Doctor and his grandchildren John and Gillian Who, landed in a large area next to the building site where all the construction materials were stacked. Though they quickly determined what was going on, the time travellers when a Cyberman approached the TARDIS. Taking action, the Doctor incapacitated the Cyberman and took their Cyber-Hover-Craft to observe the city. Returning to the TARDIS after dark, the Doctor disguised himself and went out to join the slaves, offering his assistance. Taking a mini-bomb from his utility belt, the Doctor placed it at the base of the Cyber-statue. Noticing movement amongst the slaves, the Cybermen executed one human but remained oblivious to what was happening and so left.

| The next morning, the Doctor detonated the mini-bomb, toppling the statue and providing a distraction which the slaves used to advance on the the ray-gun posts. Using stolen Cyberman ray guns, the Doctor and his grandchildren took out the Cyber-crews, allowing the slaves to seize control of the gun towers. The Cybermen were quickly overwhelmed and the Doctor guided the slaves to the interplanetary rocket site. Making short work of the small Cyber-unit stationed at the rocket base, the slaves used the rockets to escape back to Earth whilst the Doctor and his grandchildren left in the TARDIS.
