Casey Carraway was a journalist who presented the news programming about the end of the Eminence war. She said that the Grand Administrator Walter Vincent was a recluse but would be making a speech. She asked about the reason the Eighth Doctor was at the broadcast centre. She noticed that during Vincent's speech everyone's eyes went dark. (AUDIO: Rules of the Eminence)
