A Foster served under Proctor Neman during the Fourth Doctor's visit to Traken.
He and another foster spotted the Doctor and Tremas living the residential quarter. They went to apprehend them, but the Doctor knocked them both out with an ion bonder. (TV: The Keeper of Traken)
