Temporal prisons or, to use the Tenth Doctor's phrase, chronon loops, were a weapon used by the Daleks.
When the Doctor's TARDIS materialised on Earth during the 21st century Dalek invasion, the New Dalek Empire initiated a temporal prison that disrupted power from it, in order to immobilise it. The weapon's appearance was a hoop of blue energy which encircled its target. The TARDIS was then dragged to the Crucible. (TV: Journey's End)
