Professor Kartz was a Third Zone scientist working to invent time travel. Kartz and his partner Reimer conducted time travel experiments under the direction of Joinson Dastari aboard Space Station Camera. Kartz and Reimer's work eventually produced the Kartz-Reimer module, but caused significant enough disturbances to the fabric of space-time to attract the attention of the Time Lords. The Second Doctor referred to them dismissively as "incompetent meddlers".
