Director Olin was the director of the Dulcian Second Council. Under his leadership, the planet Dulkis banned the manufacture of all weapons. The Second Doctor, who had been to the planet in the past, was aware of these prohibitions and of Dulkis' peaceful society. Because of this, he was surprised to learn of the nuclear weapons testing done on Dulkis' Island of Death when he visited again with Jamie McCrimmon and Zoe Heriot. (TV: The Dominators)
