Quantum splices were used to chip and monitor alien immigrants. Their quantum nature meant that they were non-invasive as they did not always exist.

Ro-Jedda had 3Sol make quantum splices for Helen White to insert into police officers of South Wales Police. They had been altered to enable the officers to be controlled and to kill by boosting aggression with the help of quantum boosters hidden in their radios.
