The United States of America had a congress.
During the Miracle crisis of 2011, congress received a report which the HHS Secretary passed to the President. This was followed by the release of the categories of life system. (TV: The Categories of Life) The overflow camps were sanctioned by congress. (TV: The Middle Men)
Later, an emergency mandate was passed through congress which defined a new Category 0, meaning people who earned themselves incineration in modules for moral reasons. (TV: End of the Road)
