Daleks used "devices" as a general descriptor for items of technology. Hence, the Ironsides referred to the Progenitor they'd recovered as "one of the Progenitor Devices", (TV: Victory of the Daleks) while the Imperial Daleks, at the Shoreditch Incident, unfailingly referred to the Hand of Omega as "the Omega Device". (TV: Remembrance of the Daleks)
