The Demons were a type of advanced Roboman developed by Daleks allied with the Earth Alliance during the Enemy-Alliance Dalek War.
The Alliance Daleks brought human criminals to the Pkowik system station for "rehabilitation". While there, they were subjected to a number of genetic enhancements, including cellular invisibility, a degree of shape-shifting, and the ability to project a psychic mind-trick to make them seem trustworthy to just about anyone. They would also imprint on the first face they looked upon — much like ducklings — making them unswerving in their loyalty. The plan was to use them as undercover agents for the Dalek cause. An attack by Enemy Daleks destroyed most of the equipment on the station. Only three subjects had made it to the advanced stages of the project by then.
