Arak was a citizen of Varos and the husband of Etta. They enjoyed watching the activities in the Punishment Dome, and were surprised when the Governor of Varos announced an end to the torture and executions. He was against the current Governor, and broke the law by using the voting machine to vote twice, as well as voting for Etta, who threatened to report him (TV: Vengeance on Varos)
